Multinational MRTT Unit achieves Full Operational Capability (FOC)

The Multinational MRTT Unit (MMU) has officially achieved Full Operational Capability (FOC). This milestone concludes a journey that began with Initial Operational Capability (IOC) in 2023. What started as an ambitious multinational initiative has matured into a fully operational and trusted capability. The event also featured a change of command: Colonel Evert Cuppens (BEL) took over the MMU as the new Commander from Colonel Ludger Bette (DEU), who was given a well-deserved send-off into retirement.

What is FOC?

Full Operational Capability means that a military unit is fully prepared to execute its missions independently, sustainably, and at full capacity. For the MMU, this signifies complete integration of personnel, aircraft, logistics, procedures, and training systems.

FOC is not merely a formal designation; it confirms that the unit can consistently deliver Air-to-Air Refuelling, Strategic Airlift, and Aeromedical Evacuation whenever required. This means that the MMU can conducts two deployments simultaneously — a short-term and a long-term deployment — anywhere in the world.

What does this mean for the MMU?

Achieving FOC marks the transition from development to maturity. Over the past three years, the unit has expanded its fleet, trained and certified its crews, harmonized multinational procedures, and proven itself in operations and exercises.

FOC represents confidence—confidence in people, in systems, and in multinational cooperation. The MMU now stands fully ready to support NATO, EU, and national missions.

Will this be noticeable locally?

For the local community, daily operations will remain largely unchanged. The difference lies in sustainability and full operational scale.

FOC ensures that missions can be executed reliably and continuously within established frameworks, strengthening collective readiness without significantly increasing local impact.

What does this mean for the eight participating nations?

The MMU is a joint initiative of eight European nations: Netherlands, Luxembourg, Germany, Norway, Belgium, Czech Republic, Denmark and Sweden (in order of accession).

For these nations, FOC provides:

  • Guaranteed access to strategic refuelling and airlift capacity
  • Stronger European defence cooperation
  • Greater efficiency through fleet pooling
  • Increased strategic autonomy

This achievement reflects trust, shared responsibility, and a collective commitment to security.
